Evidence Pack Guide — Waste Side
What a good BREEAM V7/V7.1 waste-side evidence pack looks like
A reference for site managers, sustainability leads and assessors: the fields most likely to be flagged, a redacted example Waste Transfer Note, a redacted weighbridge ticket, the traceability chain, and what we produce for a project — and what we do not.
Section 1 — What Auditors Look For On The Waste Side
BREEAM V7/V7.1 Wst 01 (construction waste management) and Wst 02 (recycled and sustainably sourced aggregates) both hinge on evidence quality. Nine times out of ten a submission is queried not because the material was mishandled but because a document is incomplete.
1. Site Waste Management Plan (SWMP) or equivalent
A living document identifying anticipated waste streams, estimated quantities, planned diversion routes and target diversion rate. Dated, versioned and signed by a named person on site.
2. Waste Transfer Notes (WTNs) — complete and consistent
One WTN per movement, with the six-digit EWC code (not a four-digit chapter), the site address that matches the project record, a named destination facility (not "recycler TBC"), the carrier registration number, and matching signatures and dates on both parties.
3. Weighbridge tickets that reconcile with the WTN
Ticket number, gross, tare and net weights, date, time, vehicle registration, and destination facility. Weights on the ticket must reconcile with the WTN tonnage — a discrepancy over 5% is a flag.
4. Destination confirmation and end-fate
Confirmation that the material was received and processed at the named facility. For recycled or recovered fractions, evidence of end-fate (recycled, reused, energy recovery, landfill) is what supports the diversion percentage claim.
5. Named responsible person and a live document register
A single person accountable for the pack, and a register of every document with status (present, missing, expired, superseded). The register is often what an assessor asks for first.
Section 2 — Sample Waste Transfer Note (Fields Called Out)
Illustrative example of a PVC-U collection record. Field callouts point to the entries an assessor is most likely to query.
Five fields most often missed: EWC six-digit (not four), a named destination facility, carrier CBD registration, matching signatures and dates on both parties, and a producer address that matches the project record.
| Field | Value (redacted) | Callout |
|---|---|---|
| WTN reference | URI-WTN-2026-08745 | Unique per movement. Sequential. |
| Transfer date and time | 27 August 2026, 10:42 | Must fall inside the site's active dates. |
| Producer (site of origin) | [Project XYZ], [Site Postcode] | Match to project record — not invoice address. |
| Producer contact | [Site Manager], [Mobile] | Named individual. Not "the office". |
| Carrier | [Haulier Ltd], Reg. CBDU[XXXXXX] | CBD upper-tier registration required. |
| Broker | Upgrade Recycle Innovations Ltd, Reg. CBDU575637 | Us. Broker registration visible. |
| Destination facility | [Named Recycler Ltd], [Facility Postcode] | Named site, not "TBC". |
| Destination permit / exemption | EPR/[XXXX] | Permit number on the receiving site. |
| Waste description | PVC-U window offcuts, clean, dry | Plain English. Match to material photos. |
| EWC code | 17 02 03 | Six digits. Plastics from C&D. |
| Quantity | 1.42 tonnes | Reconciles with weighbridge ticket. |
| Container / packaging | One 8-yard closed skip | Type and count. |
| SIC of producer | 41.20 (construction of residential buildings) | Regulatory requirement. |
| Hazardous? | No | If yes, a Consignment Note replaces the WTN. |
| Signatures | Producer: [Initial] · Carrier: [Initial] | Both parties. Same date. |
Section 3 — Sample Weighbridge Ticket (Reconciled To The WTN)
The weighbridge ticket is the arithmetic check on the WTN. Assessors look at both together — figures must agree, allowing for small moisture and calibration variation.
| Field | Ticket entry | Reconciliation |
|---|---|---|
| Ticket number | WB-045218 | Reference on the pack index. |
| Weighbridge operator | [Named Recycler Ltd] | Same as WTN destination. |
| Date and time (in) | 27 Aug 2026, 11:18 | Follows WTN transfer time. |
| Date and time (out) | 27 Aug 2026, 11:31 | 13-minute dwell. |
| Vehicle registration | [REG] | Same vehicle as WTN. |
| Gross weight | 9,240 kg | In. |
| Tare weight | 7,820 kg | Empty return weight. |
| Net weight | 1,420 kg | = 1.42 tonnes. Matches WTN. |
| Material declared | PVC-U offcuts | Match to WTN description. |
| Moisture note | Dry | Load photograph attached. |
| Operator signature | [Initial], [Role] | Wet or e-signed. Timestamped. |
Tolerances we apply on our own review
| Check | Threshold | Action if exceeded |
|---|---|---|
| WTN vs weighbridge net weight | ±5% | Query with carrier before pack is signed off. |
| Time gap between WTN and weighbridge in | ≤ 4 hours | Investigate route and interim storage. |
| Photograph missing | Any load | Load flagged in the pack, replacement photo requested. |
| Carrier reg not on Public Register | Any load | Load withheld from pack; alternative carrier sourced. |
Section 4 — Traceability Chain (Site to Recycler)
The chain is what turns a stack of documents into a defensible diversion claim. Each hand-over records who, what, when, where and how much. A missing link at any stage collapses the claim for that load.
Segregated skip, load photo, site log entry → CBD-registered haulier, vehicle reg logged → ticket issued at receiving facility → contamination check, grade recorded → destination confirmation and end-fate (recycled, reused, energy recovery, landfill), reconciled monthly against the site register.
Evidence recorded at each step
| Step | Evidence recorded | Retention |
|---|---|---|
| Site | SWMP entry, load photograph, site log signature, skip ID | Duration of project + 2 years |
| Carrier | Signed WTN, CBD registration, vehicle reg, driver ID | 3 years (WTN statutory) |
| Weighbridge | Weighbridge ticket, gross/tare/net, timestamps, operator | 3 years |
| Sort / grade | Grade report, contamination note, rejected fractions log | Duration of project + 2 years |
| Destination | Facility acceptance note, end-fate code, permit reference | 3 years |
Statutory minimum retention for Waste Transfer Notes in England is two years, and three years for Consignment Notes for hazardous waste. We retain everything for a minimum of three years and, for BREEAM projects, until the end of the defects liability period plus two years, whichever is longer.
Section 5 — What We Produce For A Project, And What We Do Not
What we produce
- Project-level Waste Register with a live status per document
- Waste Transfer Notes prepared to Environment Agency duty-of-care requirements
- Weighbridge tickets reconciled against WTN tonnage
- Destination facility confirmation and end-fate summary per load
- Photographs of each load, timestamped
- Monthly diversion summary — tonnes collected, tonnes diverted, tonnes to landfill
- A named human reviewer on every document that carries a compliance implication
What we do not do
- We do not issue "compliance guaranteed" statements. Documentation is prepared based on information supplied and is checked against its source before it goes in the pack.
- We do not describe material as "certified feedstock" unless a specific certification body has issued a certificate we can produce.
- We do not claim "every WTN meets BREEAM V7/V7.1". Your assessor makes the final judgement on any submission.
- We do not process hazardous or contaminated waste today.
- We do not replace your SWMP owner or your BREEAM AP.
How To Work With Us On Your Next Project
- A job request with photos to agree segregation, bag location and access window; a 15-minute site visit only if the photos can't answer it.
- Confirmation of materials, expected tonnages, and the destination facility for each stream.
- First collection target: within 48 hours of booking on Greater Manchester sites, subject to material eligibility, site access, capacity and agreed scope.
- Waste transfer note target: within 24 hours of collection, issued digitally through LoadSnap.
- Monthly pack delivered to your sustainability lead, ready for assessor review.
